Toronto Municipal Code includes a Noise Bylaw prohibiting the playing of loud music between the hours of 11:00 pm and 7:00 am the next day. On Sunday and statutory holidays the prohibition is between the hours of 11:00 pm and 9:00 am the next day.
Where loud noise occurs during non-prohibited hours, a complaint can be laid if the noise is continuous and bothering condo residents.
Noise complaints are made to 3-1-1 and NOT the police, unless the complainant has been advised to maintain a calendar of the noise – dates, times, duration, type of noise, and description of the noise. This information has to be consistently recorded for a month or more before a police officer would consider advising the complainant how to proceed with the laying of a charge or if this “endangers life and the enjoyment of property”. A criminal charge of “Mischief” may then be considered.
